TESTING POLICY
Effective July 1, 2007
Southwest Virginia EMS Council, Inc., is a regional Council serving
the citizens of Virginia Planning District 1, Planning District 2 and
Planning District 3.
Southwest Virginia
EMS Council annually coordinates Consolidated Test Sites, Advanced
Test Sites and National Registry Test Sites throughout our region in
conjunction with the Virginia Office of Emergency Medical Services.
The yearly training schedule is determined by Council staff.
Section I: Consolidated
Testing Policies
- The Council and
Office of EMS representative will develop a Consolidated Test Site
Schedule each year. The schedule will be distributed
to all affiliated agencies and made available online through Council
and OEMS web sites.
- Consolidated
testing will begin promptly at 6:00 p.m. unless otherwise noted on
the CTS Schedule. Students must sign in at the test
site prior to 6:00 p.m. Tardiness will result in a candidate
being denied entry into the test site. A minimum of 15 students
testing practical stations is required for a CTS site to be held.
- A test may be canceled for reasons determined by the Council. In
the event that a test is canceled, every effort will be made to contact
all candidates registered for that site. The cancellation will be noted
on the Council website. Candidates should check the Council website
for schedule changes prior to their scheduled test date.
- Consolidated
test sites will offer both written and practical testing unless otherwise
noted. Only First Responder or
EMT-Basic level practical testing stations are offered at consolidated
test sites. All Advanced Life Support practical stations must
be completed at an appropriate test site. Virginia ALS written examinations
and the EMT-B Instructor pretest (written only) can be completed at
any CTS.
- Candidates needing
to test at a consolidated test site must register at least two weeks
(14 calendar days) prior to the test date using the Council’s online registration system. If
a candidate does not have internet access, they should contact the
Council office in order to register. Voice or email messages are
not acceptable forms of registration. No candidate will be allowed
to register after the registration deadline has passed.
- Any CTS candidate
needing to test one or more practical stations is required to pay
a $25 testing fee. This policy applies to
all practical testing, whether initial or retest. Practical
testing fees WILL NOT be accepted at the test site and must be received
two weeks (14 calendar days) prior to the date of the test. Failure
to submit payment in accordance with this policy will result in cancellation
of a candidate’s registration and/or denial of that candidate’s
entry into the test site. There is no charge for written tests.
- EMT instructors
are required to submit a third class report through the Council’s
online CTS registration system. This will reserve places in a scheduled
CTS and insure that all candidates can be accommodated at a particular
site. A final testing roster must be submitted to the Council at
least 2 weeks (14 calendar days) prior to the scheduled test using
the online registration system.
- Testing fees must be submitted to the Southwest Virginia EMS Council
at least two weeks (14 calendar days) prior to the scheduled test site.
A listing of all students (including contact information) and their
method of payment (cash, check, or money order) must be submitted along
with any payments sent to the Council. Failure to include this listing
in its entirety will result in payments being returned to the instructor
and possible cancellation of student testing registrations.
- Effective July
1, 2007, the Council will no longer invoice an agency for a candidate’s testing fee. If an agency wishes to pay
a candidate’s testing fee, payment must be received by the Council
at least 2 weeks (14 calendar days) prior to the test date along with
a note listing the candidate’s name, date of test, and amount
being paid. Failure to submit payment in accordance with this
policy will result in cancellation of a candidate’s registration.
Any agency wishing to work out a payment arrangement may do so by contacting
the Administrative Assistant at the Council office.
- The CTS Schedule is in no way a binding agreement and is subject
to change. Individual tests may be canceled by the Southwest Virginia
EMS Council at any time due to low enrollment, scheduling conflicts,
emergencies, or other factors at the discretion of Southwest Virginia
EMS Council.
- The Southwest
Virginia EMS Council reserves the right to close registration earlier
than the set two weeks out if the site is at full capacity (as determined
by the Council). Instructors are urged to complete
their third class reports to insure testing availability. The Council
will not alter this policy to accommodate any instructor who did not
complete a third class report.
Section II: Advanced
Life Support Testing Policies
- The Council will
establish a yearly schedule of Advanced Life Support (ALS) tests
according to guidelines established by the Virginia Office of Emergency
Medical Services. The term ALS testing applies to
Virginia EMT-Enhanced testing.
- Registration
is required for all ALS Test Sites and is the sole responsibility
of the candidate. Registration must be completed and payments
received at least two weeks (14 calendar days) prior to the test date. No
candidate will be allowed to register for practical tests after that
date. Failure to submit payment according to these guidelines
will result in a candidate’s registration being canceled.
- Candidates completing
practical testing are required to pay a $75 testing fee. Practical testing fees WILL NOT be accepted
at the test site and must be received 2 weeks (14 calendar days) prior
to the date of the test. There is no charge for written-only
testing.
- Submission of payments by instructors for ALS tests must be completed
in the same manner as BLS payment submission as outlined in Section
I (G) of this policy.
- Payment by agencies for ALS testing fees must be completed in the
same manner as BLS payments as outlined in Section 1(I) of this policy.
Section
III: National Registry Testing Policies
- Southwest Virginia
EMS Council will coordinate one or more National Registry test sites
each year at the discretion of the Council. Testing
fees will be determined by the Council. A schedule of NR tests will
be available on the Council’s website. Registration for
National Registry exams must be made one month (30 days) prior to the
test date. Payments must be received by the Council 2
weeks (14 calendar days) prior to the test date. Failure
to submit payment in accordance with this policy will result in cancellation
of a candidate’s registration and/or denial of that candidate’s
entry into the test site. No fees will be collected at
the test site.
Section
IV: General Testing Policies
- Individuals or
agencies issuing bad checks are subject to a returned check fee. Southwest
Virginia EMS Council will determine the amount of the fee and method
of collection.
- If a provider fails to attend a test for which he/she is registered,
no refund will be issued.
- Cancellation
of an individual’s test registration at least
two weeks (14 calendar days) in advance will entitle the individual
or paying agency to full reimbursement of testing fees or a credit
for the testing fees for a future test. Failure of the candidate to
cancel their registration at least two weeks (14 calendar days) prior
to the scheduled test date will result in the affiliated agency being
billed for all costs associated with that test.
- The Southwest
Virginia Emergency Medical Services Council Testing Policy may be
modified at any time at the discretion of the Council. If
modification is made to the policy, agencies will be notified of those
changes and an updated policy will be place on the Council’s
website.
- Payments are accepted in the form of cash, check, money order, or
Visa/Mastercard.

policies are effective beginning July 1, 2007, and shall remain in effect
indefinitely unless revoked by Southwest Virginia EMS Council.
